PPIAF is a multi-donor technical assistance facility that is financed by 15 multilateral and bilateral donors. Our primary objective is to help our clients build and strengthen institutions, develop capacity, and increase creditworthiness. One goal behind PPIAF’s creation was to address blockages in private sector participation in infrastructure as a result of institutional weaknesses and lack of capacity, particularly on the public side.To do this, PPIAF provides technical assistance grants to governments to support the creation of a sound enabling environment for the provision of infrastructure services by the private sector. The technical assistance has mobilized support for PPP programs and is delivered using a demand-led approach.The clients include national governments, PPP units, regulators, and sub-national entities, including municipalities and utilities, and PPIAF works in collaboration with the World Bank Country Units to deliver our assistance.Eligible sectors: water and sanitation, solid waste management, irrigation, transport, energy, and telecommunications. Priority is given to activities that support strategies designed to expand access to infrastructure for the poor at affordable prices.

TECHNICAL ASSISTANCETechnical assistance grants support a particular country, region or sector to achieve our operational objectives, and comprises two types of grants:Program Grants are a comprehensive series of activities grouped under a strategic umbrella and developed in close coordination with development partners to achieve greater impact. Multi-year programs often help more than one client or country to tackle different aspects of the enabling environment.Coverage Grants are one-off activities designed to plug gaps in enabling environments and help drive sector reform. These smaller activities often act as the first step toward developing new programs, or else fill a gap within an existing program.KNOWLEDGE PRODUCTSKnowledge products focus on creating, curating and disseminating knowledge for various target audiences.These types of grants are divided into two main categories:Strategic Knowledge Initiatives are conducted in collaboration with institutional partners and have the same application process as coverage grants.Commissioned Products focus on stimulating knowledge creation and developing global knowledge products. These grants are awarded via a semi-annual competitive “call for knowledge proposals”.
